Rakesh Kalia was secretary, Himachal Pradesh Indian Youth Congress and he was secretary & Vice President, PCC. He was elected to State Legislative Assembly in March 2003 and re-elected in 2007 from Chintpurni Assembly segment, which after delimitation has been reserved for SC. He remained member, Public Administration and General Development Committees during 2008-2012. He elected to the State Legislative Assembly for the third time in December 2012 and appointed Chairman, General Development Committee and thereafter Chief Parliamentary Secretary. He won by a margin of 4897 votes. Sushil Kumar Kalia of Congress was the trailing candidate.
