Brij Behari Lal Butail is the MLA from Palampur. He owes allegiance to the Indian National Congress. He was born on 25th July, 1941 at Palampur (Bandla), Distt. Kangra. His father and great grandfather, Lala Kanhiya Lal Butail were freedom fighters. His great grandfather was also the first representative of Palampur after India’s independence. After him, his elder brother Kunj Behari Lal Butail became the MLA. He did his schooling in Palampur and later earned the degree of B.A. and LLb from University of Delhi. He got married to Beena Butail in 1966. They have one son and three daughters. He is a social worker of repute and was elected as the President of Lions Club, Palampur. He had helped the Co-operative Tea Industry to attain viability and is the Chairman, Kangra Co-operative Tea Factory, Palampur. He also serves as the President of KLBDAV College and Vice President, DAV Public School, Palampur.

Constituency Represented

Brij Behari Lal Butail is MLA from Palampur. Palampur is a green hill station and a municipal council in the Kangra Valley, surrounded by tea gardens and pine forests before they merge with the Dhauladhar ranges. Palampur is the tea capital of northwest India but tea is just one aspect that makes Palampur a special interest place. Abundance of water and proximity to the mountains has endowed it with mild climate. The town has derived its name from the local word palum, meaning lots of water. There are numerous streams flowing from the mountains to the plains from Palampur. The combination of greenery and water gives Palampur a distinctive look. Palampur is at the confluence of the plains and the hills and so the scenery shows the contrast: plains on one side and the majestic snow-covered hills on the other side. In the backdrop of this beautiful town stands the Dhauladhar mountain range, which remains snow-covered for most part of the year.

Political Standing

Brij Behari Lal Butail was elected to State Legislative Assembly for the first time in 1985 and again in 1993, 1998, 2003 and 2012. After his victory in 2012 elections, he was unanimously elected as the Speaker of the Himachal Vidhan Sabha. He has held the post of Chief Parliamentary Secretary and had independent charge for Food & Civil Supplies Department. He was attached to the Chief Minister for Public Relations, Public Works and Housing Departments. He was also the Revenue Minister and Political Advisor to the Chief Minister. He was elected as MLA from this Vidhan Sabha seat in the elections held in 2012. He won by a margin of 9029 votes. Parveen Kumar of BJP was the trailing candidate.
